充氣城堡又出事! 被強風吹翻掉落地5童傷
俄羅斯昨天好康CP值超高發生強風意外,將一座充氣城堡給吹到空中後摔落大馬路,上頭五名小朋友全都受傷,過程都被監視器錄了下來。

一陣強風吹來,充氣城堡就這樣飛上空中,旁邊的家長嚇了一大跳,連忙伸手抓,但已經來不及,一群人只好追著跑。

充氣城堡最後掉落在馬路旁,這些年紀介於4到6歲的孩子,跌了出來,大人趕緊把他們抱起來。

調查後發現,綁住充氣城堡的6個支撐點,竟然只有3處固定好,相當危險。

早在兩週前,美國也發生強風吹走充氣屋事件,充氣屋撞倒鄰居的圍籬,當時這家人正在舉辦生日派對,幸好上頭沒有人。

強風釀成的意外不只這幾樁,2017年,美國有充氣溜滑梯吹到天上後,還被電線纏住。

目擊者:「我的天啊...。」

被吹走的男孩:「它往上傾斜,我不覺得自己可以及時出去,所以就抓住繩子飛上空中,我撞到後昏倒了,醒來就聽到警笛聲。」

去年更出現充氣城堡被吹到高速公路上,當時裡面一名9歲男孩困在上頭。目擊者說,當下吹來一陣像龍捲風的強風。

被吹走的男孩:「我暈了過去,之後我唯一還記得的就是,醒來後看到我媽媽停車。」

強風吹走充氣屋的事件層出不窮,尤其如果卡在電線塔上,更加危險,相關單位也提醒家長,讓小孩使用充氣設備時,一定要固定好跟注意安全。


 扭轉「罰款比防治污染便宜」 水保罰鍰額度提高

水污法母法修法後,相關子法也因應修正,面對實際執行裁處上的認定與疑慮,環保署水保處也將以明確規範違規態樣及審酌點數來提出計算的依據。

而現行裁罰額度對於畜牧業、公共污水下水道系統及非屬水污染防治法列管的事業有罰鍰過輕的情形,也遭重新檢討,水保處處長葉俊宏指出,若繼續是罰款遠不及處理費用,業者就會抱持著乾脆讓他罰的態度,不符合社會正義。

其中畜牧廢水的超標罰金增加了3倍,26日在公聽會中遭遇農委會爭取不調整,但葉俊宏強硬表示,目前畜牧業願意投入資源化者比例極低,這次的修法也是為了鼓勵業者轉向循環經濟,且日前行政院以提出將加強管制500頭以下的小型養豬場,環保署將配合政策執行。

「違反水污染防治法罰鍰額度裁罰準則」是對不同的污染特性及違規情節,分別訂出處份點數、基數,及加重、減輕裁量的認定方式,作為建立裁量的準則。

這次的修正包括了,配合水污法子法修正,增修違規態樣和審酌點數;修正營建工地規模及未遵行逕流廢水管理規定的態樣和審酌點數;修正逾期未繳納水污染防治費者的日數認定方式;修正有申報義務,不為申報者與經通知限期申報,屆期未申報者之日數的認定方式;修正畜牧業、公共污水下水道系統及非屬水污染防治法列管事業的處分基數。例如加重故意造假自動監測數據者,裁處點數將加重為100點;發生疏漏的案件,情節嚴重者,也將大幅提高罰鍰,可達該條的最高罰鍰,不再是過去的只罰十餘萬了事。

參與公聽會的地方政府與部分產業界代表,大多對這一波加嚴、提高罰款無太大意見,不過農委會卻對畜牧業超標的處分基數將提高表達反彈,認為此舉恐衝擊豬農生計,且養豬廢水屬有機質,不應與其他工業排放一概而論。

在這一次的修正中,水保處提出包括超標、無證排放、未依許可登記事項運作、疏漏、繞流排放、非法稀釋、功能不足、無證貯留、規避拒絕查證等項,處份基數分別提高二到三倍。

葉俊宏表示,以兩百頭規模的為例,一個月的防制設備約需花費1萬6000元左右,但依照目前的查核能量,一年頂多能查兩次,即便兩次都有超標等違規,以目前一次開罰平均為1萬3000左右,一年也就罰2萬6000元,業者當然不想設處理設備,因為不處理直接挨罰都划算,因此必須提高罰則,讓罰款將遠高於處理設備的費用,迫使業者走向循環經濟。

據水保處統計,畜牧業的廢水處理成本,應規模的不同,每月介於1萬6800元至252萬元,但近3年裁罰額度介於6000至100萬間,且近9成的罰鍰低於10萬元,兩者相比較,顯得現行罰鍰的額度過輕。且水保處2018年的4至8月間曾對中南部232家畜牧業者進行稽查,總共提出91次告發,有42次處分,但平均下來,每案僅處分了1萬3000餘元。

葉俊宏指出,水質保護法令中其實也有提出,若有進行畜牧糞尿沼液渣肥分使用、個案再利用及符合放流水標準水資源回收澆灌植物等「資源化」可享減輕點數的優待,但是目前5000頭以上的畜牧場卻願意申請者仍不高。據水保處資料,目前國內5000頭以上的畜牧場共有125場,但已採行卻35場,比率僅為28%。
